| Capitol Hill, DC: Every issue "on the Hill" is "the most
important" because so many politicians and wanna-be politicians struggle for
camera and air time. Every- body wants to be the next president. There is so
little logic and so much waste... we wonder, those of us outside that beltway,
"Do they know how foolish they look?" All dressed up in their costumes with so
little common sense and so much hysteria, Halloween's metaphor has become their
